The import scanning process is initiated immediately upon vessel discharge. From this stage onward, all import cargo is subject to mandatory non-intrusive inspection, which constitutes a prerequisite for customs release, gate pass issuance, and final authorisation for cargo exit from the port.
Once unloaded, cargo units enter the secured operational workflow managed by Transatlantic D S.A., where scanning is fully integrated into the port logistics chain to ensure security, transparency, and operational fluidity across cargo movements.
Image Acquisition (scanning)
Import cargo is routed on RTC trucks to authorised scanning locations within the port area. Scanning is performed using certified non-intrusive inspection (NII) equipment capable of generating high-resolution X-ray images without opening, handling, or disrupting the cargo.
The resulting images are securely generated, digitally recorded, and archived within Transatlantic D’s protected systems. This process ensures full traceability of cargo movements and compliance with national and international security standards, while preserving the integrity of the supply chain.
Customs Analysis & Risk Assessment
Once acquired, scanned cargo images are transmitted in real time to the Scanning Information System. They are analysed by authorised customs officers using established risk-profiling and inspection criteria applicable to cargo consignments.
Cargo presenting no anomaly is assigned the status “Inspection OK.” Where inconsistencies or risk indicators are identified, the cargo may be directed toward additional controls, in strict accordance with customs regulations. All decisions relating to cargo inspection, clearance, or release remain exclusively under the authority of Customs and port administrations.
Invoicing & Payment of Scanning Fees
Scanning fees are no longer paid via CAMCIS. They are settled independently and directly with Transatlantic D, separate from customs duties and terminal charges applicable to the cargo.
An official Transatlantic D invoice is issued by the Billing Center upon presentation of a copy of the Bill of Lading relating to the imported cargo. Payment may be completed at the Transatlantic D Billing Center, by bank transfer, or through Mobile Money.
Once payment is completed, confirmation is processed electronically. The payment status becomes visible at designated port control points, allowing the cargo to proceed smoothly to the next operational stage without unnecessary delay.
Validation & Port Exit Authorization
Before cargo exit from the port, Transatlantic D conducts a final validation to confirm both the customs clearance status — specifically the presence of a valid “Inspection OK” — and the full settlement of scanning fees relating to the cargo.
Upon successful verification, a Gate Pass is issued and the cargo is authorised to exit the port. Any import cargo not bearing a valid “Inspection OK” status is not authorised to leave the port area.
Export Procedure
All export cargo is subject to mandatory scanning prior to entry into the terminal area. Scanning clearance is a strict prerequisite for cargo admission into the terminal, loading operations, and vessel boarding, and conditions access to the export logistics workflow.
Advance Invoicing & Payment
Scanning fees for export cargo are calculated based on the Export Declaration or a provisional Bill of Lading and must be paid in advance, before the cargo is presented at the port gate. Without confirmed payment, export cargo may not access the scanning process or terminal operations.
Registration, Scanning & Clearance
At the port gate, Transatlantic D verifies proof of payment and registers the export cargo within its operational systems, ensuring full traceability and access control throughout the export process.
The cargo then undergoes scanning using fixed systems or ZBV mobile units, depending on operational deployment. The resulting X-ray images are securely transmitted for customs inspection and assessment.
Following customs validation, the “Inspection OK” status is transmitted to the Terminal Operating System (TOS). This clearance authorises cargo entry into the terminal, loading operations, and subsequent export. Any export cargo not bearing a valid “Inspection OK” status is denied terminal access and vessel loading.
Operational Deployment & User Support
Scanning operations are deployed across multiple designated locations within the port to facilitate smooth cargo circulation, reduce congestion, and enhance predictability for port users and logistics operators.
Throughout the process, Transatlantic D teams are present on site to guide, assist, and inform port users. Beyond inspection, Transatlantic D is committed to clarity, continuity of service, and a reliable, secure cargo-handling environment for all stakeholders.
